OPINION AND ORDER

Plaintiffs Ho Pyo Hong (“Ho Pyo”) and Aotearoa Hong (together “the Hongs”) initiated this in rem action against defendant vessel Chung Yong #21 (“Chung Yong”) to collect a portion of the in personam judgment rendered in Ho Pyo’s favor in Korea Deep Sea Fisheries Association v. Hong, CA No. 78-92, slip op. (Trial Div. Jan. 9, 1997).
