This is an insurance-coverage case. Appellant Len Carver is the owner of a home in Little Rock. In November 2000, appellant’s home was covered by a “Deluxe Homeowner’s Policy” issued by appellee, Allstate Insurance Company '(Allstate). On November 21, 2000, a portion of a Little Rock Municipal Water Works water main burst adjacent to appellant’s property.
