Plaintiffs Lydia Goulart and Kyle Tra-vers have sued Paul D. Meadows, Chief of the Calvert County, Maryland, Division of Parks and Recreation, and the Board of County Commissioners of Calvert County (“the County”), alleging violation of their rights to free expression under the First Amendment and to equal protection of the law under the Fourteenth Amendment.
