— WR Enterprises, Inc., (WRE) brought suit against the Department of Labor and Industries (Department) alleging four causes of action, two of which are the subject of this appeal. In the two relevant claims, WRE alleges (1) that the Department’s method for setting premium rates for worker’s compensation insurance exceeds its statutory authority under RCW 51.16.
