I fully agree with the Majority decision to overrule Respondents’ preliminary objection to Count IV of the petition for review, which asserted that withholding of state education subsidies from the School Districts was not an adjudication. See Boyertown Area School District v. Department of Education, 797 A.2d 421 (Pa.Cmwlth. 2002)1.
