The plaintiff filed suit alleging that the School Board improperly filled a vacant school bus driver position with another, unqualified candidate. She contends that at the time the hiring decision was made, statutory guidance required that she first be offered the position. The trial court agreed, ordering that the School Board hire the plaintiff. The School Board appeals.
