This case is before me on an application for a stay of an alien’s removal from the United States.

Applicant, Zsolt Kenyeres, is a citizen of the Republic of Hungary. On January 29, 1997, he entered the United States on a tourist visa, which permitted him to remain in the country through July 28,1997.
