On July 2, 2002 the above captioned complaint was filed in the Circuit Court for Allegany County, alleging that Defendant Hart had defamed Plaintiffs character. Paper No. 2. Subsequently, the action was removed to this Court because it is a claim made pursuant to the Federal Tort Claims Act. Paper No. 1.
