Before the court is the City of Detroit’s (“the City”) Motion to Dismiss. Fed. R.Civ.P. 12(b)(6). Plaintiff alleges that the City’s personal income tax collection practices violated § 7(b) of the Privacy Act of 1974 (“ § 7(b)”). 5 U.S.C. § 552a(e).
