MEMORANDUM OPINION AND ORDER

I. STATEMENT OF FACTS

On October 15, 1997, a Yilonia police officer issued two citations to Plaintiff James Hayes (“Plaintiff” or “Hayes”) for not having tags and vehicle insurance. Mr. Hayes was instructed to appear in the Vilonia Municipal Court on November 10, 1997. He did not appear as ordered, and two arrest warrants were issued.
