At issue in this case is whether the 35-day period for filing a complaint under the Administrative Review Law (735 ILCS 5/3 — 101 et seq. (West 1998)) begins to run on the date that the agency decision is deposited in the United States mail or on the date that the decision is actually received by the party affected by the decision.
