(concurring in part, dissenting in part) — I agree with the majority’s opinion in all respects except one. I believe that it is inconsistent with the legislature’s intent and the Growth Management Act (GMA), chapter 36.70A RCW, to exclude land subject to vested development applications from consideration when determining what territories to include in an urban growth area.
