This bid protest initially came before the court on plaintiffs motion for a preliminary injunction, but at the outset, jurisdiction was called into question. This opinion and order addresses plaintiffs assertion of jurisdiction, defendant’s response and cross-motion to dismiss, and intervenor’s response.
