LIPEZ, Circuit Judge.

This is the third appeal that Ramiro L. Colón-Muñoz (“Colón”) has brought before us in response to his December 1996 convictions on multiple federal charges relating to events that occurred in 1987 and 1988 when he was president of the Ponce Federal Bank (the “Bank”) in Puerto Rico.
