Appellant Gary Dyrek was employed by the Federal Aviation Administration (“FAA”) as an Air Traffic Control Specialist (“ATCS”). FAA Air Traffic Control Specialists, also known as air traffic controllers, are responsible for directing air traffic, both on the ground and in the air.
