Pursuant to a memorandum and order dated May 1, 2003, this Court denied and deferred the plaintiffs’ request for preliminary injunc-tive relief and set the matter down for trial on the merits and a hearing on injunctive relief for May 12, 2003. At the request of the parties, the trial was continued to May 21, 2003.
