BRYSON, Circuit Judge.

Rafael Zamot appeals from a decision of the Merit Systems Protection Board, 91 M.S.P.R. 475, dismissing the appeal of his removal action for lack of jurisdiction. Because the Board did not abuse its discretion either in finding that Mr.
