¶ 1. Plaintiffs Richard Scott, Daniel Scott, and Bluffside Farms, Inc. (collectively, the Scotts) filed this action against defendant City of Newport, seeking a declaration that they are the owners of a 31-foot strip of land in the City, the traveled portion of which is known as Bigelow’s Bluff Road.
