PEREZ GIMENEZ, District Judge.

I. BACKGROUND

Plaintiffs filed this civil rights action pursuant 42 U.S.C. § 1983 and Articles 1802 and 1803 of the Puerto Rico Civil Code, (31 P.R. Laws Ann. §§ 5141 and 5142), claiming Defendants subjected them to adverse personnel actions because of their political affiliation.
