Michael Harwood alleged that he was subjected to an unconstitutional interrogation at a city jail by Michael Summerville, a Special Projects Officer for the Illinois State Police, and sued Summerville under 42 U.S.C. § 1983 for violating his Fourth and Fourteenth Amendment rights.
