The Director of Revenue (“Director”) appeals from a judgment setting aside the administrative suspension of the driver’s license of James Middlemas (“Petitioner”) after a trial

de novo

in circuit court. The Director contends the trial court erred because she made a

prima facie

case for suspension which Petitioner failed to rebut.
