ORDER

SINGLETON, District Judge.

INTRODUCTION

Plaintiffs challenge the decision by the Secretary of the Interior to make available for oil and gas leasing the entire Northwest Petroleum Reserve-Alaska (“Reserve”), rather than limiting leasing to a smaller area that would, in Plaintiffs’ view, more adequately protect threatened environmental features of the Reserve.
