OPINION {¶ 1} Plaintiff-appellant the State of Ohio appeals from the trial court's decision not to classify defendant-appellee Michael Lee Sloan as a sexual predator. {¶ 2} In June 2003, appellant moved-in with his girlfriend and her two young daughters. The girls were ages six and nine at the time.
