OPINION
GREENWOOD, Judge:
¶ 1 Plaintiffs Uintah Mountain RTC, L.L.C., D. Brad Hancock, John D. Hancock, Tyson B. Hancock, and Beau D. Hancock appeal the trial court’s ruling affirming the Duchesne County Commission’s (the County) decision denying Plaintiffs’ application for a conditional use permit to operate a residential treatment facility in Duchesne County, Utah.
