{¶ 1} In January 2005, relator, the Dispatch Printing Company (“Dispatch”), requested that respondent Morrow County Prosecuting Attorney Charles S. Howland provide it with a copy of the 911 tape relating to the homicides of Diana Cooper and Cameron Bateman.
