Ketut Wira Prawira, an ethnic Chinese citizen of Indonesia, entered the United States in 1998 and overstayed his nonim-migrant visitor visa. When the Immigration and Naturalization Service commenced removal proceedings, Prawira conceded removability and applied for asylum, withholding of removal, and relief under the Convention Against Torture (CAT).
