This appeal requires us to review certain features of a voluntary plan designed to achieve the educational benefits of racial diversity in the public schools of Lynn, Massachusetts (“Lynn Plan” or “Plan”). *6The Plan addresses resource allocation, curricula, and other aspects of the classroom experience.
