OPINION and ORDER

KEENAN, District Judge.

Before the Court is the petition of Mokhtar Haouari (“Haouari”) to vacate his conviction pursuant to 28 U.S.C. § 2255. For the reasons that follow, the petition is denied.

BACKGROUND

This case involves the so-called “Millennium Plot” to bomb Los Angeles International Airport (“LAX”) in late December 1999.
