INTRODUCTION

Petitioner Thomas Pratt (“Pratt”) filed this

pro se

petition for a writ of habeas corpus pursuant to 28 U.S.C. § 2254 challenging his conviction in Monroe County Court on charges of second degree (depraved indifference) murder and third degree criminal possession of a weapon.
