{¶ 12} I agree with the majority that the commission abused its discretion in determining that Dr. Wells was not "able" to certify temporary total disability for the period from January 15 through April 28, 2003. Having made that legal determination, however, I would grant a limited writ of mandamus ordering the commission to adjudicate relator's request for compensation during that period.
