Bounty Lue Yang (Yang), a native and citizen of Laos, petitions this court for review of the Board of Immigration Appeals’s (BIA) denial of his motion to reconsider the BIA’s prior denial of Yang’s motion to reopen removal proceedings in relation to his application for asylum, withholding of removal and protection under the Convention Against Torture (CAT).
