This in rem action arises in the context of a civil forfeiture proceeding. Kerry Lane (“Lane”) is a Florida physician who was a partial owner of a sloop formerly owned by President John F. Kennedy. It seized the sloop on the ground that the purchase of the boat or its tackle was traceable to drug proceeds.
