Paul Barrows filed a complaint pursuant to 42 U.S.C. § 1983 against his employer, the University of Wisconsin-Madison (“University”), alleging that the University violated his Fourteenth Amendment right to due process by placing him on unpaid administrative leave and forcing him to use various types of leave time to obtain compensation.
