I join the Majority’s Opinion in full. I agree with the Majority’s holding that the fatal defect rule contained in Section 1104 of the Ethics Act should be limited to barring from the ballot those candidates who fail to file statements of financial interests or who file them in an untimely manner. Maj. Op. at 445, 937 A.2d at 371.
