{¶ 1} Plaintiff-appellant, the Cincinnati City School District Board of Education (“the District”), filed suit against defendants-appellees, the State Board of Education of Ohio and the Ohio Department of Education (“the State Board”). The District sought to challenge the State Board’s method of providing funding to public school districts.
