{¶ 1} Plaintiff, Victor Lownsbury, filed an administrative appeal pursuant to R.C. 119.12 from defendant Sheriff Neil Hassinger’s decision not to issue a permit to carry a concealed weapon. The sheriff filed the transcript of the evidence that he relied on in denying the permit.
