OPINION

DIAMOND, District Judge.

Ronnie Peppers appeals from the denial of his motion to vacate sentence pursuant to 28 U.S.C. § 2255. We granted a certificate of appealability (“COA”) solely on two of Peppers’ ineffective assistance of counsel claims1: (1) that counsel misinformed him as to the application of the Armed Career Criminals Act (“ACCA”), 18 U.S.C.
