OPINION

SWEET, District Judge.

Plaintiffs HSBC Bank USA, N.A. (“HSBC Bank”), HSBC Mortgage Corporation (USA) (“HSBC Mortgage”), Virginia Hammersmith (“Hammersmith”), and Patrick Lombardi (“Lombardi”) (collectively, “HSBC” or the “Plaintiffs”), have moved for a preliminary injunction enjoining defendant New York City Commission on Human Rights (the “Commission” or the “Defendant”) from enforcing §
