¶1 This case involves the earnest and vigorous defense of pure groundwater for all citizens of Washington State. All involved parties operated with that goal during the hearings preceding this appeal. The Northwest Dairy Association (Association) and the Washington State Dairy Federation (Federation) are named as intervenors in the case and submitted briefs.
