Plaintiffs Resurrection Bay Conservation Alliance and Alaska Community Action on Toxics appeal the district court’s denial of an award of attorney fees, to which they assert they are statutorily entitled under the citizen-suit provisions of the Clean Water Act, 33 U.S.C. § 1365(d).
