I. INTRODUCTION

An officer of the Airport Police and Fire Department of the Alaska Department of Transportation (the "Department") was discharged for gross abuse of alcohol, making inappropriate sexual remarks to two female officers, and alleged untruthfulness during a consequent internal investigation.
