In these consolidated cases, the petitioner, the New Hampshire Division of State Police (Division), appeals a decision of the New Hampshire Public Employee Labor Relations Board (PELRB) upholding claims by the respondent, the New Hampshire Troopers Association (Association), that the Division committed unfair labor practices in violation of RSA 273-A:5, 1(h) (1999).
