Dear Representative Franklin: Your question to this office concerns the current composition of the Board of Commissioners (the Board) of the Lake Charles Harbor and Terminal District. Until recently, the membership of the Board included a representative of a racial minority; however, this member no longer serves, as his term of office expired in May of 2010.
