THIS MATTER is before the Court on Joseph Elliot’s (hereafter “Elliot”) pro se petition for writ of mandamus,1 filed with this Court on January 19, 2010, as well as the September 7, 2010 Response by the Nominal Respondent, a sitting judge of the Superior Court of the Virgin Islands.
