I. INTRODUCTION

Plaintiff Charles Mix County (“Plaintiff’) filed this action seeking declaratory and injunctive relief from the Department of the Interior’s decision to take 39 acres of land into trust for the Yankton Sioux Tribe (“Tribe”).
