MEMORANDUM OPINION

Several years ago, Defendant and Petitioner Melvin Lawrence (“Lawrence”) was convicted by a jury in this Court on one count of distributing five grams or more of cocaine base, more widely known as crack, in violation of 21 U.S.C. § 841(a)(1) and § 841(b)(l)(B)(iii).
