On February 13, 2011, at approximately 3:30 p.m., Department of Public Safety (“DPS”) Trooper Orlando Olivarez initiated a traffic stop on a Ford Expedition. Trooper Olivarez had been traveling southbound on Highway 77, a divided four-lane thoroughfare stretching from the Mexican border to north Texas.
