Plaintiff Gregory A. Milton, a prisoner serving a criminal sentence, filed this

pro se

complaint against the United States Department of Justice under the Freedom of Information Act (“FOIA”), 5 U.S.C. § 552. The Department of Justice has filed a motion to dismiss or, in the alternative, for summary judgment.
