I. INTRODUCTION

This matter comes on before this Court on appeal from the District Court’s December 20, 2010 order granting Chevron Corporation (Chevron), and two of its attorneys, Rodrigo Pérez Pallares and Ricardo Reis Veiga (collectively with Chevron “the Chevron applicants”), discovery from attorney Joseph C.
