Michael Jermaine Goins pled guilty to possession with intent to distribute crack cocaine, second offense, and possession with intent to distribute crack cocaine 'within the proximity of a school. He received a negotiated ten-year sentence for both convictions, to run concurrently. We granted certiorari to review the circuit court’s denial of post-conviction relief (PCR).
